As of December 2010, EMP2 was selected as the sole awardee of the Department of Energy’s (DOE) Federal Energy Management Program (FEMP) Energy Savings Performance Contracting (SuperESPC) Project Facilitation contract. EMP2 provides project management and measurement and verification services to a wide range of government agencies participating in the FEMP SuperESPC program.

As of March 2010, FEMP has approved more than 550 ESPC contracts have been awarded across 25 federal agencies and 49 states. EMP2 has been a subcontractor for DOE FEMP SuperESPC program since 1997 and has been instrumental in the development of the ESPC methodology over the last decade. By 2009, EMP2 facilitated 44 ESPC contracts, with $77 million in annual energy savings for the federal government. Beginning in 2011, EMP2 assumed the primary facilitation responsibility for all new ESPC projects.
